And what exactly will they gauge if he knew the exact numbers? Everyone knows Delhi has a low sex ratio (less than 900), has a population of around 2 Crore; and that should be enough because it conveys the broad description of the place. Perhaps as an aspirant IAS, he should have known the number of districts because they're an administrative unit, and his response was surely arrogant, but as for the other questions, I don't see what anyone would gauge by getting the exact numbers.
